PROFILE
Capt. (Retd.) Muhammad Mahmood is the Additional Secretary Incharge Petroleum Division, having more than twenty-seven years of experience in; implementing development projects, trade activities, facilitating private and public sector investments and collaboration with national and international financial and development institutions.
Mr. Mahmood has been engaged with multilateral development Banks in designing and implementing the world bank Funded Programs and result based financing program and Asian Development bank for development of an institutional mechanism in Relief & Rehabilitation Phase to manage post-earthquake response.
He also served United Nations for Assisting Local Governments to develop Gender Budget Statements (GBS), United Kingdom (UK) Department for International Development (DFID) for Conducting capacity assessment of local Social Protection Institutions in the earthquake-affected areas, Canadian International Development Agency (CIDA) to support democratic local governance, social development and equality for poverty reduction and Sustainable development and Swiss Agency for Development and Cooperation (SDC) to conduct a research on User Committees (i.e. forest management, school management, water users, etc.) established by International Union for Conservation of Nature (IUCN) to analyze the implications of such local mechanisms in deepening second wave of democratization, i.e. decentralization.
Mr. Mahmood also contributed in financial, agriculture and Livestock, digital technology and energy sector. He was awarded Tamgha-e-Imtiaz and best public servant of the year in 2015, besides this he got various domestic awards and his efforts were globally recognized.
He is also serving as director on the boards of Pak Arab Refinery Company (PARCO), Pakistan Petroleum Company Limited (PPL), Mari Petroleum Company Limited (MPCL) and Government Holdings Private Limited (GHPL).
He holds a Master’s degree in public policy Analysis and Economics from the Australian National University, Canberra, Australia and Masters of Governance and Development Economics, Institute of Development (IDS), UK.
